What are the Tfl Safety Permit Scheme (Direct Vision), FORS and CLOCS schemes

The TfL HGV Safety Permit, FORS and CLOCS are the 3 main compliance schemes that vehicle operators are expected to be accredited with in the UK.

It is compulsory for all vehicles over 12 tonnes entering Greater London to have been awarded with a Safety Permit.

The FORS and CLOCS schemes are voluntary schemes that an increasingly large number of companies require that operators carrying their goods, or delivering to their sites, must be accredited with.

Vision UK offer compliance packages that meet the Vehicle Safety Equipment requirements of these schemes.

DIRECT VISION SCHEME AND HGV SAFETY PERMIT FROM OCTOBER 2024

Affects all vehicles over 12 tonnes
Greater London Only

All vehicles entering Greater London after 26th October must either have a  3+ Direct Vision Star Rating, or be fitted with a PROGRESSIVE SAFE SYSTEM compliant system
The STAR Rating can only be awarded at time of manufacture, currently there is no procedure for retrospectively applying for a STAR rating of a modified vehicle.

Improving indirect vision

Camera Monitoring Systems (CMS) guidance will be updated to allow use of both systems. This will give the driver a wider field of vision and reduce the cognitive workload.

CMS fitted on vehicles must eliminate any remaining blind spots. This provides a visual alert of an approaching vulnerable road user and prevents collisions in the blind spot area.

Sensors must ensure full coverage down the nearside of rigid vehicles to detect vulnerable road users. They must not activate in relation to roadside furniture or stationary vehicles. This aims to prevent left turn collisions. For articulated trailers, sensors must be fitted to the front tractor unit but are recommended for the trailer where possible.

Moving Off Information Systems (MOIS) sensors must be fitted to the front of a vehicle to prevent collisions at the frontal blind spot zone when a vehicle moves off from rest.

Warning vulnerable road users of intended manoeuvres

Audio warnings must be fitted to all vehicles, including those with left-hand drive to ensure all vehicles have the ability to warn of an intended manoeuvre.

Recommendations (None Mandatory)
Close Proximity Sensor to operates all the time below 20MPH
Driver switch to TURN OFF Left Turn Alarm between 23.30 and 07.00
Additional Front Close Proximity Detection System if blind spot in front of the cab

BRONZE LEVEL SAFETY EQUIPMENT REQUIREMENTS

Class V and VI Mirrors*,  Side Under Run Bars*and Warning Signage
It is a FORS Bronze Mandatory requirement that vehicles operating in Greater London are fitted with the FORS SILVER level enhanced safety equipment

SILVER/ GOLD LEVEL ENHANCED SAFETY EQUIMENT REQUIREMENTS

Class V and VI Mirrors*, Side Under Run Bars* ,Warning Signage, Nearside Blind Spot Camera, an audible alarm of other users in the near-side blind spot, 7″ In Cab Monitor,
External Audible Left Turn Manoeuvring Alarm, Reverse Camera, External Audible Reversing Alarm.

Recommendations (None Mandatory)
Driver switch to MUTE Left Turn Alarm between 23.30 and 07.00

Monitor front and off-side blind spots

Digital recording of  incidents and assist in driver training and development
